The development hereby permitted shall not be occupied/used until such time as on-site car parking provision and turning facilities have been provided in accordance with details which shall first have been submitted to and agreed in writing by the local planning authority. Thereafter, the parking and turning facilities shall not be obstructed in any way that would prevent such use. 11.
